the PROSES platform
For the Scheldt Development Plan a group of stakeholders was brought together under the direction of two independent chairmen. This platform, named PROSES, advised the governments of the Netherlands and Flanders about possible management measures. Rijkswaterstaat is the manager of the Dutch part of the estuary and is in charge of the integrated water management. The Flemish Department of Mobility and Public Works is the manager of the Flemish part of the estuary. The Antwerp Port Authority took part in the discussions and was represented within the stakeholders steering group that advised both governments.
