TIDE was an initiative of the Hamburg Port Authority and nine other international partners responsible for management and research at the estuaries of Elbe, Weser, Scheldt and Humber. It was implemented between September 2009 and June 2013.

TIDE had a total budget of 3.7 million EUR and was half-financed by the INTERREG IV B North Sea Programme of the European Commission.
